Hello, my Name is Arthur L. Felder
Gila River Indian Community (GRIC) tribal member, and I am running for Governor of the Gila River Indian Community. My family hails from District 4 in Sacaton, AZ. My experience comes from my veteran leadership, business ownership and as a systems programmer for companies such as Boeing, American Express and Amazon. From 2006 to 2015, I served in the capacity of Community Manager, Tribal Treasurer, GRGE Asst. CFO and Gaming Commissioner, respectively. I am a United States Air Force Veteran and the father of two beautiful daughters.
I am a GRIC citizen and an American citizen
and have the right to live in this country or on a reservation free from oppression and the right to equal representation in their government.
There is 60% of our tribal population that is unaware of what function a tribal government serves. They literally have no contact with any tribal agency and have not for decades

Sustainability & Growth
Economic Development
Tribal nations make critical contributions to the economic health of their communities and surrounding regional economies. Since enactment in the 1970s, the tools of self-governance have allowed tribes to take control of their own nation. The GRIC reservation has a land area of 583,749 square miles (1,511.90 km2). That’s more than the cities of Phoenix, Tempe, Mesa combined. As your Governor, I will continue to explore safe, practical opportunities for my tribe and to the State of Arizona. More Investments in Native economic development on the reservation and job creation brings benefits to tribal nations and the nation as a whole.
Preparing Minds for the Future
Education & Learning Development
Indian nations have a tremendous stake in an improved education system. Education prepares Native children not only for active and equal participation in the global market, but also to be positive, involved members of their communities. On average, less than 50 percent of Native students graduate from high school each year.
Why doesn’t GRIC have a high school?? Why are our kids so far behind? Our sister tribe has a community college, but we do not, yet we are the larger tribe. We have a tuition free program, where any card-carrying member who wants a college education can have full scholarship through graduate school. Yet, we have fewer takers today than a decade ago. Why are we not taking advantage of this?

The air transportation subsector is part of the transportation and warehousing sector. I have always believed that Memorial Airfield would give GRIC an advantage on an international air trade market. The plans for the future of the airfield have been a point of conflict for over 40 years! I personally have been involved in the development of this valuable property. Landowners have passed on waiting for the tribe to help them. This makes no sense.
Its our airport. Let it be the Ira Hayes International Airport.
SYSTEMIC RACISM
We are all Tribal Members
Racism manifests itself in sinful individual actions, which contribute to structures of sin that perpetuate division and inequality. The Native American experience offers a particular illustration of racism in history.
However, to my dismay our tribe has become the very thing that oppressed them. Members are denied opportunity to employment, health & housing. You are viewed as less than important if your skin is too dark. Acceptance is based on three things (1) the percentage of your blood quantum (2) Color of your skin (3) Who your family is. We have a class system where you are not afforded the opportunity at the same level because you don’t meet the standard. And if you push back, you are labeled a troublemaker or worse your career can be cut short. Discrimination on the color of your skin, mixed races, no justice no help or services if reside off reservation, No More!

Challenges to voting rights in this country, like the ones we’ve seen recently, are hardly a 21st-century invention. Entrenched groups have long tried to keep the vote out of the hands of the less powerful. Indeed, America began its great democratic experiment in the late 1700s. The Gila River Indian Community is no different. GRIC one of 573 Federally Recognized Tribes in the United States. Our tribal enrolled membership is over 22,000. However, less than 800 vote annually to select a leader to the highest office in our nation. We have no communication to voter population; we have dismissed job interviews & give inside appointments to positions to the unqualified!! How is this a fair democratic practice? It is a direct violation of our tribal constitution!

Improving Health and Wellness for the People
Native Health & Wellness
Do Native Americans have good healthcare? Their life expectancy is 4.4 years below the American average and they have the highest rates of pre-existing health conditions out of any ethnic or racial group in America.
The COVID-19 pandemic took many of our elders. Hundreds of native people came from all over the country to our hospitals for help. WE could have saved more lives if we were properly equipped. I heard from our medical professionals that we lacked much of the upgrades and needed technology to save lives! Technology that should have been in place years ago.
Transparency in the Government
Government without Transparency is No Government at all!
Government Transparency promotes accountability and provides information for citizens about what their Government is doing. GRIC tribal government has held covert council meetings, secret hiring practices, promoted themselves from within and vote themselves six figure salaries! Crime is at an all-time high. Alcoholism, drug addiction, drug cartel influence, human-tracking and murder of our men , women & children. it must STOP! Greed perpetuates in GRIC. We are a successful gaming tribe. Yet, leadership refuses to disclose sports-betting gaming revenues! As a tribal member you have the right to share net % profits of all gaming revenues Per Capita Resolution/ Law.
I know this for a fact because in 2009, I authored the Per Cap Resolution/to Law as Treasurer of the Gila River Indian Community. No GRIC member had received a percapita payment prior to 2009.

VOTER SUPPRESSION
You have the Right to Vote and your Vote be Counted!
Voter suppression has been practiced in the United States since at least the end of Reconstruction (1865–77). The Civil Rights Act (1964) was one of the two most important pieces of civil rights legislation in U.S. history. But as a sovereign nation, tribes are not under any such law! Tribes can include, exclude, and implement any voter control they desire to control vote in their favor.
During the past year the people’s voices have gone unheard. All members have a right to be heard and not be met with job terminations, threats & retaliation.
Tribal member grass root groups are being formed to address the current issues with our government. They have one common goal; remove current leadership
